مارتینز در آنگویتا و دیگران سطوح مختلف تصمیم­گیری را در چارچوب مدل جامع کره ­های تصمیم­گیری بیان نموده­اند. بر اساس مدل پایین­ترین سطح از تصمیمات مربوط به تصمیمات فنی(عملیاتی) میباشد. یک سطح بالاتر تصمیمات اقتصادی و معیشتی قرار می­گیرد. تصمیمات سیاستی که توسط مدیران عالی سازمان اخذ می­گردد، در یک سطح بالاتر قرار می­گیرند. پس از آن تصمیمات اخلاقی قرار دارند که نشان­دهنده­ی اهمیت بالای این تصمیمات در حیات سازمان می­باشد. پس از آن نیز تصمیمات فلسفی و نهایتا تصمیمات هستی­شناسانه قرار می­گیرند. همچنین مدل در هر سطح معیاری را به منظور تعیین کارایی تصمیمات معرفی نموده که معیار بهره­وری تصمیمات اخلاقی را یکپارچگی و ثبات رای معرفی می­نماید. (همان، 2008)

مدل حاضر قصد در نمایش اهمیت حوزه­ی اخلاق داشته و از این­رو آن را بالاتر از تصمیمات سیاسی و استراتژیک سازمان نمایش داده است. لازم به تذکر است که قالب محققین تصمیمات اخلاقی را زیرمجموعه­ای از تصمیمات استراتژیک و سیاسی بیان نموده­اند، و این موضوع وجه تمایز مدل حاضر با سایر محققین بوده است.

The models at each level in order to measure performance to identify decisions that productivity is a measure of the integrity and stability of the votes presents ethical decisions . ( Ibid., 2008)
